‘THE SLAVIC WORLD THROUGH THE EYES OF CHILDREN’
REGULATIONS OF THE CONTEST
INTENDED FOR CHILDREN AND STUDENTS MAJORING IN SLAVIC STUDIES –RESIDENTS OF SLAVIC COUNTRIES
DEVOTED TO THE 15-ANNIVERSARY OF THE FORUM OF SLAVIC CULTURES
The Centre of Slavic Cultures at the federal state-funded cultural institution ‘Margarita Rudomino All-Russia State Library for Foreign Literature’ (hereinafter referred to as the All-Russia State Library for Foreign Literature) and the Forum of Slavic Cultures are pleased to announce an international creative arts contest for children and students majoring in Slavic studies – residents of Slavic countries. The contest is conducted to mark the 15-anniversary of the Forum of Slavic Cultures and intended to promote other Slavic cultures among children and help them develop their creativity. Students majoring in Slavic studies will have an opportunity to test their skills in literary translation. All contestants will receive certificates of participation, while the winners will be awarded prizes, once the results have been processed.
- General regulations of the Contest
1.1. The Regulations of the International creative arts contest for children and students majoring in Slavic studies – residents of Slavic countries ‘The Slavic world through the eyes of children’ (hereinafter referred to as Regulations) define general principles of the Contest (hereinafter referred to as Contest), its organisation and methodology, participation terms and winner selection process.
1.2. The Organisers of the Contest (hereinafter referred to as Organisers) are as follows: the Centre of Slavic Cultures at the All-Russia State Library for Foreign Literature and the Forum of Slavic Cultures – aided by Embassies of Slavic countries; institutions of higher education in Russia; the All-Russia State Library for Foreign Literature; the University of Zagreb, Faculty of Philosophy, Department of East Slavic languages and literature; the University of Ljubljana, Faculty of Philosophy, Department of Slavic studies; Children’s book fund ‘Eurasian forum of children’s books’ and other charitable organisations.
The Contest is supported by:
- the Ministry for Culture of Russia;
- the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation;
- Rossotrudnichestvo in Croatia;
- Russian Centre For Science and Culture in Ljubljana;
- Foundation for the Promotion of Russian-Macedonian Relations;
- autonomous nonprofit organisation ‘The Institute for Literary Translation’ supported by the Federal Agency for Press and Mass Media ‘Rospechat’;
- Publishing and bookselling company ‘Sammit-kniga’;
- Literary project ‘Russkaya zhizn’;
- Magazine ‘Elektronnye pampasy’.
The Contest is the initiative of the Centre of Slavic Cultures at the All-Russia State Library for Foreign Literature.
Any state or public organisation from any Slavic country, willing to become a partner of the Contest, can apply and should do so by 1 February, 2019. In order to take part in the Contest a country must have a national organising committee supervising the Contest procedures in their country in accordance with the Regulations. Citizens of any country can become part of a national organising committee, provided they are residents of a corresponding country.
1.3. The Contest has an international status, while the countries, where it takes place, are called and hereinafter referred to as Participating countries.
1.4. The task for contestants is defined by the Regulations.
1.5. Participation in the Contest is free of charge.
2. Aims and goals of the Contest
2.1. The Contest is organised to raise awareness about culture and traditions of Slavic countries – members of the Forum, as well as support and promote young talented writers, translators and artists.
2.2. Primary goals of the Contest:
- find and support talented children and help them develop their creativity in Slavic culture and art context;
- promote history and culture of various Slavic countries among children;
- contribute to ethical and aesthetical education of children;
- find and support talented and highly motivated writers and translators and help them develop their creative skills;
- find and support talented artists and illustrators and help them develop their creative skills.
3. Organisational and informational support of the Contest
3.1. The Organising committee, comprised of representatives of partners of the Contest, is established to oversee organisational, regulatory and methodological issues. Each Participating country can appoint its own observer, provided they have sent such a request in their official letter to the Centre of Slavic Cultures at the all-Russia State Library for Foreign Literature (Moscow) or the headquarter of the Forum of Slavic Cultures (Ljubljana).
All Organisers and partners recognise the Centre of Slavic Cultures at the all-Russia State Library for Foreign Literature (Moscow) as the Contest headquarter and Supervisor.
3.2. The Organising committee of the Contest:
- sets rules and dates of the Contest;
- approves the task for contestants;
- establishes the quota of winners;
- approves the winners list of the Contest;
- awards the winners;
3.3. The Supervisor of the Contest:
- coordinates organisational and methodological matters and processes personal data of contestants;
- ensures the Contest is held in accordance with established rules and time limits;
- develops the task for contestants;
- develops evaluation criteria of completed tasks at all stages of the Contest;
- takes responsibility for the organisation and realization of the Contest;
- selects jury members of the Contest;
- provides free access to information on the Contest rules and winners;
- performs other functions in accordance with the Regulations of the Contest.
3.4. National orgainising committees ensure that the Contest winners receive prizes, certificates are timely ordered in sufficient quantity, safely stocked, appropriately filled in and handed to the winners.
3.5. The Supervisor provides free access to the information on the Contest, terms of participation and winners, which can be found on the official website of the Centre of Slavic Cultures at the all-Russia State Library for Foreign Literature slavic.libfl.ru. The partners are welcomed to publish the information on their websites as well.
3.6. The Organisers do not hold any responsibility for any incorrect information received informally.
4. Terms of organisation of the Contest
4.1. The Contest is held from 14 January to 24 May, 2019 in three stages. Each stage constitutes a separate contest with its own task, time limit, participants and winners. After each stage has finished the Organisers of the Contest process the results and announce the winners.
4.1.1. First stage of the Contest– National
Children aged 7 to 17 years old inclusive are welcomed to apply. Participants are asked to write a short literary text in their native Slavic language (a fairy-tale, short story, poem or song) on one of the following themes:
- Journey to the Slavic fairy-tale;
- Journey to a Slavic country;
- Meeting/learning about a famous person of the Slavic world;
- Discovering traditional culture and handicraft of a Slavic country.
The works are evaluated within the following age groups:
- from 7 to 9 years old;
- from 10 to 13 years old;
- from 14 to 17 years old.
National organising committees are highly recommended to provide Venues, where Participants can write their work for the first stage of the Contest on 21 February, 2019, International Mother Language Day. Schools, institutions of higher education, cultural organisations and other similar establishments can be selected as Venues. National organising committees are expected to publish Venues’ addresses in advance, as well as time frames of the first stage of the Contest in their local time, on their websites and at slavic.libfl.ru. This information will be published on websites of the partners providing organizational support of the Contest in their country. Other partners can publish the information on their websites too.
In order to write a work for the Contest Participants can either come in person at a scheduled time to a Venue, provided by National organising committees, or send an application (see Attachment 1) together with their written work at the following email address slavic@libfl.ru by 28 February, 2019.
Applications and written works, sent by Participants, must be in RTF format. In the body of the letter Participants write: Contest ‘The Slavic world through the eyes of children’ – 1 – [Surname Name of the Participant].
From 1 May to 10 March, 2019 the jury of the Contest evaluates works of Participants of the first stage. The jury is comprised of students of higher education institutions in corresponding Slavic countries.
From 11 to 15 March. 2019 the Organising committee publishes results of the first stage of the Contest, surnames and names of winners and award-winning works.
Written works of the first stage of the Contest must meet the following requirements:
- the submitted literary text must be written on a separate sheet of A4 paper and cannot exceed 1800 characters with spaces.
4.1.2. Second stage of the Contest – Slavic
Professional translators to/from the Slavic languages as well as those only starting their career in translation, aged from 18 to 30 years old, are welcomed to apply. Participants are asked to translate literary texts of the first stage of the Contest, selected by the jury, into one of official languages of the FSC member countries.
Applications and translations for the second stage of the Contest must be submitted from 11 to 31 March, 2019.
From 1 April to 20 April, 2019 the jury of the Contest evaluates works of Participants of the second stage. National juries are comprised of professional translators, writers and philologists involved in Slavic studies.
From 11 to 15 April, 2019 the Organisers publish results of the second stage of the Contest, surnames and names of winners and award-winning works.
Written works of the second stage of the Contest must meet the following requirements:
- the submitted translation must be written on a separate sheet of A4 paper.
To participate in the Contest Participants send two files in RTF format at the email address slavic@libfl.ru :
- Application (See Attachment 1);
- Translation.
In the body of the letter Participants write: Contest ‘The Slavic world through the eyes of children’ – 2 – [Surname Name of the Participant].
4.1.3. Third stage of the Contest – International
Young artists from all over the world, aged from 3 to 17 years old inclusive, are welcomed to apply.
Participants are asked to paint/draw a picture on one of the award-winning works of the first and second stage of the Contest.
The works are evaluated within the following age groups:
- from 3 to 5 years old;
- from 6 to 9 yeard old;
- from 10 to 13 years old;
- from 14 to 17 years old.
Applications and pictures for the third stage of the Contest must be submitted from 11 April to 19 May, 2019.
From 10 May to 19 May, 2019 the jury of the Contest evaluates works of Participants of the third stage.
From 20 to 24 May, 2019 the Organisers publish results of the third stage of the Contest, surnames and names of winners and award-winning works.
Works of the third stage of the Contest must meet the following requirements:
- the submitted work must be a colour picture drawn/painted by hand in any technique on a sheet of A4 paper;
- collages or appliqués are not accepted, as well as works fully or partly created with the help of graphic modelling/ design programs;
- the submitted work must drawn/painted without parents and teachers’ help;
- the submitted work must be drawn/painted on a sheet of А4 paper (210X297 mm);.
- the submitted work must be scanned and sent in TIFF format (600 DPI).
To participate in the Contest Participants send two files at the email address slavic@libfl.ru:
- Application (see Attachment 1) – in RTF format;
- Picture in TIFF format (600 DPI).
In the body of the letter Participants write: Contest ‘The Slavic world through the eyes of children’ – 3 – [Surname Name of the Participant].
4.2. Works that violate the Regulations are not accepted.
4.3. Any Participant can take part in one or more stages of the Contest if they are within age limits, set by a certain stage.
Participants of the first and third stage are not allowed to submit more than one work each.
Participants of the second stage are allowed to submit up to three translations.
By sending their applications and works, the Participant or a parent (legal guardian) of the underage Participant accepts terms and conditions oftheContest, listed in the Regulations, and gives their consent to:
- publication of the submitted literary texts, translations and pictures on corporate websites of the Organisers;
- publication of the submitted literary texts, translations and pictures in print andInternet mass media;
- use of the submitted literary texts, translations and pictures in internal reports ofthe Organisers;
- use of the submitted literary texts, translations and pictures in printed andadvertising material of the Organisers.
4.5. Only works created by Participants without any other people’s help can take part in the Contest. If fraud or copyright infringement is revealed, all works submitted by the violator are removed from the Contest. The violator is not allowed to continue their participation. A special commission of the Contest makes a decision on this matter.
- Contest awards
5.1. Contest winners are entitled to prizes and certificates, while all participants receive certificates of participation.
5.1.1. Authors of the best works in every age group of the first stage, recognized as winners by national juries in every Participating country of the Contest, are awarded certificates and prizes.
5.1.2. Authors of the best works of the second stage, recognized as winners by national juries in every Participating country of the Contest, are awarded certificates and prizes.
5.1.3. Authors of the best works in every age group of the third stage, recognised as winners by the jury of the Contest, are awarded certificates and prizes.
5.1.4. All other participants receive certificates of participation.
5.1.5. The Organisers and national juries reserve the right to award additional prizes and presents.
- Jury of the Contest
6.1. The Organising committee approves the panel of the Contest jury.
6.2. A national jury is established in every Participating country. Participating countries provide information about members of the Contest jury.
6.3. The panel of the jury in every stage can differ or partly coincide.
6.4. The number of jury’s members cannot be fewer than five. The jury must consist of an odd number of members.
6.5. The jury evaluates submitted works of Participants and selects winners.
6.6. Results of the Contest will be written down in a protocol signed by the panel of the jury.
- Winner selection process and criteria
7.1. Winner selection criteria are correspondence of their work to the Contest terms and conditions, its quality and uniqueness.
7.2. Members of the jury organise official meetings to evaluate Participants’ works and select winners.
- Online public voting
Audience choice award Contest is organised on social networks – Instagram, Facebook, VKontakte – on pages of the Centre of Slavic Cultures at the All-Russia State Library for Foreign Literature and partners from Participating countries.
Votes from the three social networks are summed up in order to select winners. Voting is held within the time limits corresponding to each stage, in accordance with the Regulations. Voting results are announced accordingly: first stage – 15 March, second stage – 15 April, third stage – 20 May.
- Results of the Contest
9.1. Results of each stage of the Contest are processed separately.
9.1.1. Results of the first stage of the Contest must be processed by 10 March and published by 15 March, 2019.
9.1.2. Results of the second stage of the Contest must be processed by 10 April and published by 15 April, 2019.
9.1.3. Results of the third stage of the Contest must be processed by 19 May and published by 20 May, 2019.
9.2. Results of all stages of the Contest are published on websites and social networking pages of the Centre of Slavic Cultures and other Organisers, willing to do so.
- Awarding procedure
10.1. During Days of Slavic written language and culture’s celebration period winners will be awarded prizes and certificates, other Participants will receive certificates of participation and partners will distribute additional presents. Exact time and date will be announced later.
11. Legal information
11.1. All copyright on pictures, literary texts and translations is reserved by their authors.
11.2. Submitting their works, Participants entrust the Organisers and official Partners of the Contest a non-exclusive right to publish the works or their fragments royalty-free on any commercial and non-commercial sources (websites, print and internet publications and postcards, informational email lists and email lists of other types) as well use them in a TV broadcast and other mass media, provided the author’s name is written next to the work (the way it is spelt by the Participant in their application – see Application 1).
11.3. The Organisers do not hold any responsibility for errors in computer systems, hardware, software or networking programs occurred while sending or receiving an application, as well as other errors, shutdowns and disruption of any kind caused by human or technical factor.
11.4. By submitting their work, the Participants confirm that they have read the Regulations and agree to abide by the terms and conditions of the Contest.
